Atlas is the reporting layer for people who run a network: volume by facility, referral aging, and whether the monthly invoice matches the agreement.

Filters follow the facility and organization identifiers Bridge already uses. A figure in Atlas is traceable to the read model. It is not a recommendation about a person's care.

Finance teams use the same organization id when they ask Assist about an invoice. The ledger and the dashboard are meant to reconcile, not to diverge.
